International Contracts That Will Change the Medical Care in Vinnytsia

On 7-8 September 2017, at the initiative of the Ministry of Health, a seminar on the interim results of implementation in Ukraine of the World Bank investment project Serving People, Improving Health was held in Kyiv. Over the last two years, it has been implemented in 8 regions of Ukraine, particularly in Vinnytsia oblast.

Representatives of the International Bank for Reconstruction and Development together with the supervisors of the regional subprojects discussed the results of work performed and outlined the plan for the next period.

Mr. Feng Zhao, the World Bank Health, Education and Social Protection Task Team Leader in Belarus, Moldova and Ukraine, noted that changes in the health care of Ukraine largely depend on the terms and quality of implementation of subprojects on sites. Today, improving health care system is a priority for his organization activities.

Pavlo Kovtoniuk, Deputy Minister of Health of Ukraine, a Project Coordinator, noted the positive dynamics in the Subproject implementation of and stressed the need of its maintenance in the future. 

Sub-project Oblast level services improvement in Vinnytsia oblast, aimed at improving the quality of medical care and treatment of cardiovascular diseases has an objective to reduce mortality of working population from the above diseases. Now this rate is one of the highest in Ukraine. Therefore, the construction in Vinnytsia of a new cardiac center, strengthening the material-technical supply of medical facilities, launching a powerful information campaign among the population and physicians have been selected as the sub-project components.

In the current 2017 year alone, a number of important events have been implemented within the Subproject in Vinnytsia.

In particular, through the international bidding, a contract with TREDEX LLC was concluded, which provided primary medical care centers with 311 ECG telemetry devices and 2 central stations for remote reception of ECG signals.

In addition, a contract with the Spanish company Eptisa Servicios de Ingeneria, S. L. was signed which will provide engineering and consulting supervision of the construction of the new cardiac center. A manufacturer of printed and information materials was also selected within the Subproject implementation.

International competitive bidding for the supply of medical equipment for the existing Cardiac Center and primary and secondary health care facilities is in progress, as well as a bidding process for the provision of the Cardiac Center with consumables.  

The selection of a company that will undertake an information campaign in the region is at the final stage. Approval by the World Bank of the Bidding Documents for the next international competitive bidding is soon expected. It will be related to the selection of a contractor to perform construction and installation work.

Within the Sub-project in Vinnytsia oblast, a large-scale survey designed to ascertain the level of awareness of the population and physicians about the signs of cardiovascular diseases and the algorithm for priority action when detected was first conducted this year. Inhabitants of several districts of Vinnytsia oblast and the city, as well as employees of regional, district and city health care facilities and teachers of medical colleges of Vinnytsia oblast participated in the survey. The survey results will form the basis for a future awareness-raising campaign.

At the seminar held in the capital, Vinnychyna was represented by Ihor Ivasiuk (Deputy Chairman of Vinnytsia Oblast State Administration, Head of the Subproject Management Unit), Liudmyla Hrabovych (Director of the Health Care Department of Vinnytsia Oblast State Administration, Deputy Head of the SMU) and Olena Zhytnska (Deputy Director of the Health Care Department of Vinnytsia Oblast State Administration, Deputy Head of the SMU).
